Pennsylvania House Panel Advances Bill to Regulate Natural Kratom Leaf

A Pennsylvania House committee has unanimously advanced a bill that would allow registered retailers to keep selling natural leaf kratom to adults aged 21 and older, according to a report by the Pennsylvania Capital-Star. Under the proposal, the products would be subject to the state tobacco tax and would need to meet packaging rules.

Required packaging would show the manufacturer’s name and address, note that the U.S. Food and Drug Administration has not evaluated the product, and avoid medical claims. The bill would also prohibit the sale of synthetic or adulterated kratom products, including those with more than 0.5 percent 7-hydroxymitragynine by alkaloid composition. The committee chair said a tax and oversight amendment is expected before the full House votes, and sponsors hope to pass the bill before the session ends in November.
